Director

Mark Andrew Weingard is a serial entrepreneur and investor known for pioneering work in fintech, notably founding Reset, later acquired by ICAP and now operating as Osstra. After exiting the sector, he expanded into hospitality and real estate through the award-winning Iniala brand in Thailand and Malta. He also founded the Inspirasia Foundation, supporting disability-focused NGOs, and launched philanthropic initiatives in Malta including the Academy of Givers and Changemakers. He holds a first-class honours degree in Economics and Statistics from the University of London.

Teuta Bakalli brings more than two decades of expertise across regulated financial markets, spanning fintech, cleantech, asset management and investment banking. She has held senior financial leadership roles at WorldPay Inc., Pepper Europe, Schroders and Credit Suisse First Boston, among others. Based in Malta since 2016, she founded Cleantech360 to support ESG strategy within the cleantech sector and contributes actively to sustainability initiatives. A Fellow Chartered Certified Accountant, she serves on various boards including Fimbank Plc and Cleantech360 Limited.

Mark Portelli currently serves as Chief Executive Officer of MIDI plc, a role he has occupied since 1 September 2017. Mr. Portelli has served as a board member of several companies and public entities. Between 2002 and 2013 he served as Executive Chairman of Malta Freeport Corporation and he also served as Chairman of Transport Malta between 2008 and 2013 as well as Chairman of the Grand Harbour Regeneration Corporation between 2007 and 2013.  Mr. Portelli is a graduate from the University of Manchester and a member of the Institute of Chartered Accountants in the UK.

Francisco de Borja de Abadal Gamiz is a partner at Augusta Abogados with over 20 years of experience in tax law. He advises high-net-worth individuals, family offices and international investors on tax planning, cross-border transactions and corporate restructurings, and represents clients in proceedings before tax authorities. Before joining Augusta Abogados, he founded Pluris Wealth Advisors and held senior roles at several Spanish firms. He holds advanced qualifications in tax law and management and serves on various professional boards.

Noel Mizzi is a certified public accountant and Fellow of the Malta Institute of Accountants with a 35-year career at KPMG Malta. Specializing in assurance services, he focused on audits of listed and regulated entities and held senior operational responsibilities within the audit practice. He also served on KPMG’s executive management committee and the sub-regional audit executive committee until retiring as partner in 2022. Mr. Mizzi now serves as a non-executive director on company boards, contributing broad, extensive and highly seasoned experience in governance, oversight and financial stewardship.

Olga Finkel, through WH Management Ltd, is company secretary of Iniala Finance plc, bringing extensive expertise in corporate and business law. She advises businesses on strategic, commercial and regulatory matters, with particular focus on complex cross-border M&A, debt and equity financing arrangements, and regulatory frameworks applicable to a range of industry sectors, including hospitality, gambling, and technology including artificial intelligence, digital platforms, privacy and data security. She has deep experience in intellectual property, technology transactions and AML compliance.  She holds a Doctor of Laws degree from the University of Malta and a Master of Science degree in IT and Economics from the Academy of Economics, Kharkov, Ukraine, and is a member of numerous international legal and technology associations.
